About PAWP

For people, for pets, for purpose.

PAWP — The People & Animal Welfare Project is a UK social enterprise dedicated to strengthening the connection between human wellbeing and animal welfare.

We believe companion animals should not be treated as separate from the circumstances affecting the people who care for them.

Housing difficulties, homelessness, domestic abuse, financial pressures, mental health challenges and other life changes can affect both people and their animals.

PAWP brings together evidence-informed professional tools, practical guidance, welfare-focused initiatives and responsible rehoming technology to help people and organisations recognise when companion animals matter and identify appropriate responses.

Supporting people and pets, together.

The gap we’re working to close

Human wellbeing and animal welfare are closely connected, yet the systems designed to support them do not always work together.

Companion animals can influence housing options, safety, emotional wellbeing, engagement with services and decisions about accepting support.

But that relationship may remain invisible if nobody asks about it or recognises its relevance.

For individuals, this can mean navigating difficult circumstances without knowing what support might be available, or feeling that separation from a much-loved animal is the only option.

For frontline professionals, it can mean trying to respond to complex circumstances without suitable guidance, practical pathways or structured ways to consider companion animals.

PAWP exists to help bridge the gap between people, companion animals and the services around them.

Why PAWP exists

PAWP was founded on a simple principle: when someone’s circumstances place their relationship with an animal under pressure, separation should not automatically be the starting point.

Our approach is informed by lived experience, frontline professional practice and a longstanding commitment to animal welfare.

We recognise that the relationship between people and their animals can be an important source of comfort, stability, companionship and purpose, particularly during difficult times.

🔎 Recognise what matters

Companion animals can influence people’s circumstances, decisions and engagement with support. Recognising that relationship is the first step towards an appropriate response.

❤️ Explore support first

Where it is safe and appropriate, practical support, temporary assistance or specialist services may help people and their animals remain together.

🧭 Connect the right expertise

Different circumstances require different responses. We help make trusted guidance, specialist resources and appropriate pathways easier to identify.

🐾 Rehome responsibly

When rehoming is genuinely necessary, decisions should be thoughtful, informed and centred on suitability, safety and long-term animal welfare.

Meet the Founder

Our mission

Our mission is to improve outcomes for people and companion animals by making the human-animal bond more visible within the decisions, services and systems that affect them.

We want individuals and families to have better access to appropriate guidance and support, particularly when difficult circumstances threaten their ability to care for or remain with their animals.

We want frontline professionals to feel better equipped to recognise when a companion animal is relevant and understand how to respond proportionately.

And we want organisations to develop more consistent, evidence-informed and pet-inclusive approaches within their existing services.

Where people and animals can safely remain together, we want to help make that possible. Where separation is unavoidable, we believe decisions must prioritise safety and welfare.

Better recognition. Better pathways. Better outcomes for people and pets.

💙 Welfare first

Human wellbeing and animal welfare are considered together, with safety remaining fundamental.

🤝 Without judgement

People facing difficult circumstances deserve understanding and proportionate responses rather than assumptions.

📚 Evidence-informed

We draw upon research, statutory guidance, specialist expertise and professional practice to inform our approach.

🌍 Collaboration

We believe better outcomes are possible when human services, animal welfare organisations and communities work more effectively together.

Professional practice

PAWP Connect

PAWP Connect is our professional practice platform, developed for frontline practitioners and organisations working with people.

Professionals working in housing, homelessness, domestic abuse, mental health and other services may encounter situations where a companion animal is relevant to a person’s safety, wellbeing, choices or engagement.

PAWP Connect brings together structured assessments, practical support pathways, sector-specific toolkits, professional resources and learning.

Its evidence-informed framework follows six stages:

RECOGNISE → ASSESS → RESPOND → RECORD → BUILD CAPABILITY → REVIEW & IMPROVE

PAWP Connect is designed to strengthen existing professional practice, not replace specialist organisations, safeguarding procedures or organisational responsibilities.

Our purpose is to make specialist knowledge and practical guidance more accessible within mainstream services supporting people.

Responsible dog rehoming

HomeWagger — our dog-rehoming app

HomeWagger remains our dedicated dog-rehoming brand.

We believe that responsible rehoming should prioritise animal welfare and suitability, rather than speed or convenience.

When a dog genuinely needs a new home, the HomeWagger app is designed to provide a structured, welfare-first approach.

Detailed profiles, guided Expressions of Interest and structured communication are designed to help people consider suitability and make more informed decisions about a dog’s future.

Support first. Responsible rehoming when genuinely necessary.

This principle is also reflected in our Rehome With Reason campaign.

Who we work with

Better outcomes depend on the people, professionals and organisations surrounding both the individual and their animal.

PAWP seeks to strengthen collaboration rather than duplicate the specialist work already undertaken by established services and animal welfare organisations.

👤 Individuals & families

People navigating circumstances that affect their relationship with a companion animal.

🧭 Frontline professionals

Practitioners in housing, homelessness, domestic abuse, mental health and related human support services.

🏠 Animal welfare organisations

How PAWP is structured

PAWP operates through a social-purpose and technology model, with distinct responsibilities for welfare-focused initiatives and digital platform development.

💜 PAWP — Social purpose

The People & Animal Welfare Project is the public-facing identity for our social-purpose work.

This includes welfare-focused initiatives, pet-inclusive practice development, community engagement and partnerships.

Legal entity: HomeWagger CIC, pending formal registration of the new company name.

💻 HomeWagger Tech Ltd

HomeWagger Tech Ltd is the separate technology company responsible for developing and operating our digital platforms and infrastructure.

Its products include PAWP Connect and the HomeWagger dog-rehoming app.

This distinction helps maintain a clear separation between PAWP’s social-purpose activities and the development and operation of its technology.

Our vision

We want a future in which companion animals are appropriately recognised within the services, decisions and systems affecting the people who care for them.

A future where people can explore appropriate support before difficulties become a crisis.

Where professionals have practical, evidence-informed ways to recognise and respond when an animal matters.

Where human services and animal welfare organisations can connect more effectively, making specialist knowledge and support easier to access.

And where unnecessary separation between people and their animals can be prevented whenever it is safe and realistic to do so.

When rehoming is necessary, we want that journey to be responsible, thoughtful and focused on long-term animal welfare.

For people, for pets, for purpose.

Our campaign

Rehome With Reason

Rehome With Reason is our campaign promoting thoughtful, welfare-first decisions about dog rehoming.

We recognise that people may face circumstances beyond their control, including housing difficulties, financial pressures, illness, family breakdown or other crises.

Our message is not about judging people who need to rehome. It is about encouraging informed decisions and exploring reasonable alternatives wherever appropriate.

Support first. Rehome responsibly when necessary.
